Essentially that IP address in the DHCP pool can no longer be used until the router flushes it. If I manually switch back to the old IP, back to the original issue. Even further to add to the strangeness, as soon as I manually change the IP address, the network connection is back up again.

The next day, my personal MacBook Pro (latest MacOS) experienced the same exact problem (on wifi). The first day I noticed the issue, no other Macs on the network (using wifi) were having this problem. The Mac mini can still ping devices on the network, and can ping web addresses but no web pages will load, and speed test will show 0mbps once the page loads from cache. All of a sudden, the network connection will drop. Initial speed test will show 300-350mbps down. Anywhere between 10 minutes to an hour, the Mac mini loses a solid network connection. I set up a brand new, fully loaded Mac mini (2018) running macOS Mojave 10.14.4 in a brand new (smart) office that uses an Araknis an-300-rt-4l2w Router, connected to the modem provided by the ISP.
